Fred Luo (フレッド・ロー Fureddo Rō?) is a weapons merchant and the son and heir of a rich corporation. A close friend of Gene Starwind and Jim Hawking, Fred often supplies them with odd job opportunities and weapons for the Outlaw Star.

Fred is a tall and slim man with light brown eyes and shaggy, well-groomed black hair with two long bangs framing his face and are often held back with a red headband.


Fred is very much the consummate merchant, being from a very wealthy merchant family, and does his best to do fair business, oftentimes offering the crew of the Outlaw Star jobs and discounts to foster future business opportunities. He is also very curious, which is part of why he offers Gene jobs, despite his increasing debts.

One of Fred's more marked traits is his homosexuality and jovial attitude. This contributes to his clients being somewhat uncomfortable around him. Despite his affable and easy-going personality, Fred is still very much a businessman and is capable of being dead serious in his work. He can also be quick to anger when confronted with less than desirable circumstances, such as the prospect of marrying Reiko Ando, a very powerful female athlete, going so far as to threaten to punch Gene in the face when he started making fun of Fred for it. However, if something does not interest him in the slightest, or he is currently preoccupied with an issue that troubles him, Fred can very easily overlook potentially vital details, such as not realizing Suzuka, who was supposed to be after his life, was traveling with Gene and company, despite her actually interacting with him and Gene directly in front of him when he was obsessing over preventing Reiko from being able to marry him.



  • References to Fred's sexuality (specifically, scenes of Fred flirting with Gene, any dialogue that suggests that Fred is romantically interested in Gene, and a scene in "The Beautiful Assassin" where he hugs Jim and tells him he can't wait to visit him when he gets older) were censored during Outlaw Star's run on Toonami (daytime version only. The 2018 version reversed the cuts).
